(一) 項目管理的內涵及意義
1. 項目管理的內涵
項目管理是以最優實現工程項目目標為目的的,在一定的約束條件下,運用係統的理論和方法,對項目進行有效的計劃、組織、指揮、協調和控製等專業化管理活動的過程。
2. 項目管理的必要性

1. 投資目標控製

2. 進度目標控製

3. 質量目標控製
質量目標控製采用“三全一多”的目標管理方式,即全方位、全過程、全員參與質量管理及多樣化的質量監控方法。

(2)全過程質量管理:質zhi量liang目mu標biao控kong製zhi必bi須xu從cong源yuan頭tou抓zhua起qi,全quan程cheng推tui進jin。該gai過guo程cheng包bao括kuo從cong項xiang目mu策ce劃hua與yu決jue策ce到dao工gong程cheng竣jun工gong驗yan收shou交jiao付fu使shi用yong及ji工gong程cheng回hui訪fang維wei修xiu服fu務wu。在zai這zhe個ge漫man長chang複fu雜za的de過guo程cheng中zhong,PDCA循環法(即計劃—執行—檢查—處置)是最基本而有效的質量控製方法。以施工階段為例:gongchengshigongqian,xiangguanrenyuanbixurenzhenxuexiheshuxishejiwenjianjigongchengshigongtu,lejiegongchengtedianhegongchengyaoqiu,jinxingzhiliangcehua,quedinghelidezhiliangmubiao,bianzhichukexuedezhiliangjihua,ranhouanjihuazuzhishigong。zaishigongguochengzhong,duiyingxianggongchengzhiliangdegezhongyinsurugongchengfenbaoshang、施工工序、工程材料及構配件等進行實時監控,建立實施質量日記、現場質量協調會、zhilianghuibaohuidengzhiduyilejiehezhangwozhiliangdongtai,jishichulizhiliangwenti。tongshiduijihuadeshishiguochengjinxinggeleijianzha,faxianwentijishijinxingyuanyinfenxibingcaiqubiyaodecuoshiyuyijiuzheng,baozhengmubiaoshizhongchuyushoukongzhuangtai。suizhePDCA的不斷進行,都會把質量活動推向一個新高度。
(3)全員參與質量管理:在質量控製過程中,項目各參與方及各參與個體都承擔著自己的質量職能,發揮著自己的角色作用。
(4)多樣化的質量監控方法:建設工程項目是由人、材料、機械設備、施工方法、環(huan)境(jing)等(deng)多(duo)種(zhong)因(yin)素(su)聯(lian)合(he)實(shi)現(xian)的(de)主(zhu)體(ti),對(dui)這(zhe)些(xie)因(yin)素(su)進(jin)行(xing)不(bu)同(tong)方(fang)式(shi)的(de)質(zhi)量(liang)監(jian)控(kong)是(shi)至(zhi)關(guan)重(zhong)要(yao)的(de)而(er)且(qie)是(shi)必(bi)需(xu)的(de)。同(tong)時(shi)在(zai)整(zheng)個(ge)項(xiang)目(mu)實(shi)施(shi)過(guo)程(cheng)中(zhong),根(gen)據(ju)實(shi)際(ji)情(qing)況(kuang)選(xuan)擇(ze)事(shi)前(qian)、事中或事後控製,這些控製相互依托、環環相扣,最終實現項目質量目標。
