其次,設施落後的問題

由於資源有限,許多中小企業需要把主要精力集中放在業務上,難以投入足夠的資源進行信息化建設。但中小企業普遍對采購、生產、庫存、銷售、財務和人事等方麵的應用有一定需求,應用服務提供商模式ASP就成為中小型企業開展電子商務的選擇。就目前ASP的發展情況而言,由於觀念、安全等方麵的因素影響,ASP在國內的發展並不讓人滿意。
再次,執行不力的問題

第四,缺乏規劃的問題
