經現場勘察和測量得知:起(qi)重(zhong)機(ji)所(suo)吊(diao)重(zhong)物(wu)並(bing)未(wei)超(chao)過(guo)該(gai)工(gong)況(kuang)下(xia)的(de)額(e)定(ding)起(qi)重(zhong)量(liang)。但(dan)當(dang)時(shi)由(you)於(yu)施(shi)工(gong)現(xian)場(chang)的(de)條(tiao)件(jian)限(xian)製(zhi),操(cao)作(zuo)人(ren)員(yuan)在(zai)打(da)支(zhi)腿(tui)時(shi)隻(zhi)打(da)了(le)半(ban)腿(tui)且(qie)未(wei)固(gu)定(ding)銷(xiao)子(zi)。在(zai)支(zhi)腿(tui)沒(mei)有(you)完(wan)全(quan)伸(shen)開(kai)的(de)情(qing)況(kuang)下(xia)使(shi)用(yong)了(le)起(qi)重(zhong)機(ji)的(de)原(yuan)性(xing)能(neng)表(biao),在(zai)吊(diao)重(zhong)從(cong)正(zheng)後(hou)方(fang)回(hui)轉(zhuan)到(dao)側(ce)向(xiang)時(shi),由(you)於(yu)實(shi)際(ji)起(qi)重(zhong)力(li)矩(ju)超(chao)過(guo)起(qi)重(zhong)機(ji)的(de)“額定起重力矩”(在支腿沒有完全伸開的情況下,實際的“額定起重力矩”小於原性能表中的額定起重力矩)造成起重機側翻、起重臂受損。
這是一起在支腿未完全伸開情況下按原起重性能表進行吊重操作引發的汽車起重機超載傾翻事故。從事故中應汲取以下教訓:
(1)qicheshiqizhongjidexingnengquxianshizaizhituiquanshenzhuangtaixiadeedingqizhongnengli。zaizhituiweiwanquanshenkaideqingkuangxia,qiqizhongnenglixiaoyuxingnengquxianshangbiaoshideshuzhi。yinci,zaijinxingqizhongzuoyeshi,bixujiangzhituiquanbushenkai,zhizuopanyinglaokaodilianjiezaizhituishang,zhituiyingkekaodizhichengqizhongji。
(2)起重機的操作人員應該嚴格按照操作規程操作。在工作場所達不到規定的條件時,應該本著“安全第一”的原則,協調、改善和創造條件,使起重機能夠在規程允許的工作條件下運行,而不能憑主觀、憑經驗或長官意誌,想當然地變更操作要領,違章操作。
